Could not found Board -> configure

Where can I see the Board -> Configure

The new UI gets much confuse, I am consider finding another tool to replace Jira

Click on the 3 dots in the top right hand corner and the first menu option is Board settings.

Go to Board setting but do not see Issue Detail View

Do as I said above - click on the 3 dots and choose Board settings. Then, the bottom option is what you want

I do not see the latest one although I am Project Lead.

You may need to be a Board Admin or Jira Admin to see it.
