windows server 2003 is compatible for confluence 5.3? installation fails and the error report kernel32.dll

Yes, it works fine on Windows server 2003.  It will be supported up to July of this year, when Microsoft drops support for that OS (but that won't change the fact it works)

If you're having problems with it, you could raise a support request with Atlassian, but the fault it likely to be on your server, rather than in Confluence, and I wouldn't bother anyway - you really need to be updating the server to an operating system that won't expire in 6 months, and trying Confluence on your new selection.
