is it possible to use OUTLOOK PDL to grant access in confluence?

If I understand your request here you have a distribution list in Outlook and want to use this in some manner to grant users access to Confluence.  To the best of my knowledge this cannot be used either by Cloud or Server editions of Confluence directly grant access to users.

However you might be able to pull the email addresses in that list in order to then invite users to your Confluence site.  But this would be a one time event, it would not be syncing Confluence with your list at any time.  For Confluence server, I'd recommend the link of Add and invite users to understand options to get users in.  For Confluence Cloud, I'd recommend checking out the guide Invite and remove users for options here.
