Hello,
Is it possible to configure Confluence on a server so that labels and or tags, would be mandatory in the creation of a page ?
Follow on question, is it possible to make any other field mandatory, for the creation of a page?

Surely Automation may one day solve this problem or Scriptrunner add-on
For now you could use the template to add labels automatically when user creates the page
Based on the template you can add respective labels

Not to my knowledge. Confluence doesn’t have such constraints or features.
You could consider trying something like Comala Document Manager where as part of the workflow, a label or tag is required.

We are not suggesting you buy an add-on. As I mentioned this is not a feature present in Confluence and this is also highlighted by @Pramodh M in his reply below.
My suggestion to you is from experience of what the add-on is capable of as a workaround.
You can also raise a feature request ticket at jira.atlassian.com (if none exists yet) for a similar feature or consider writing something custom yourself as suggested below.
