is it necessary to match a new confluence license with our jira license (500 users)

We are looking at confluence and are wondering if the license has to match the number of users of the JIRA license (500 users).

Not unless you're using shared groups.  If you have one user directory they both use, and you configure both applications to use the same group for "can use", then you'll need to match licence numbers.

If you do NOT use the same group, then no, you don't need to match licences (e.g. have 500 JIRA users in the group "JIRA users", but only 50 in "confluence users")
