I have a private QAs system and I can dump it's content to flat file.
what is the best possible way to import that dump to Confluence questions? Any suggestions will be a great help.
Personally I have little experience with Confluence Questions.
But I think your best bet is to look at the RES API and write a script to perform the import: https://docs.atlassian.com/confluence-questions/rest/index.html
The feature request for an out of the box import feature has not been implemented: CONFSERVER-51723
