how do I control access for pages

How do I limit a certain group of Confluence user to a specific Page within the space, while leaving the other random users to view the full space.

Hello @Gerry ,

Enabling Page restrictions are helpful for particular groups.

The following link shows for Confluence version 7.11 Please chose  your confluence version from the version dropdown.

You would have to allow anonymous view to the space, then create a page that is restricted to that user/group. All pages under that restricted page will be viewable only by that specified user/group due to cascading view permissions.
