batch.css not loading on a new server install

Hi.  I have just installed Confluence Server 7.8.1 against a new MySQL 5.7 Database.  The batch.css StyleSheet isn't loading - the GET fails with NET::ERR_ABORTED 500. 

This occurs:

• Both locally on the server and on a remote host;
• When using an IP address or localhost;
• On both Chrome and Firefox
• On private browsing/incognito mode
• After a full (CTRL-F5) refresh

I've seen similar issues posted but with no replies/follow up.

Any ideas?

** Update: Jira install on the same server displays as expected

This can be closed.  I had to do a re-install (for another reason) and when reinstalled, the issue didn't occur.
