Why is "Advanced permissions management for easier administration" only for Data Center?

I don't see any reason why this functionality shouldn't also be available for server?

Well,

Atlassian does... They want everyone to change to Datacenter, therefore they make Server the "bad" child only providing new functions, if absolutely necessary... 

Nobody needs advanced permission management on a server or a read-only mode, or.... you name it.

Or cloud, where that's handled by your identity provider.

Forgive my naivety, but isn't Data Centre functionally identical to server but with various load-balancing and clustering tricks thrown in to allow the instance to scale properly?
