Why can't a user save older versions of a page as a Microsoft Word file?

I have a user who creates documents of older versions of his pages. On the current version of the page, he has the choice of saving it as a PDC or as a Word file. On older versions of the page, he only has the choice of saving it as a PDF. Is this intentional, or is there some setting I can check regarding this issue?

Good observation :)

But you can still get word document for older versions if you get the pageid (which you can get from the link for the PDF file). Use that and put in into the URL for the Word. For example

https://<<yourconfluence>>/exportword?pageId=<<idforthepagefrompdflink>>
