Hi there,
You should still be able to resize columns in Confluence when you mouse-over the column. I'm not sure I am clear on what "tools" You're talking about, but the basic ones do appear to still be there.
Could you confirm what version of Confluence you're running and which view you're seeing vs what you expect to see?
