The restrictions on a restricted page can be edited by anyone who has both the "Restrict Page" permission for the Space that the page is in and the Edit permission for the actual page, so it's not just the person who created the page or originally set the restriction.
In order for you to get permissions to restrict the page you need to ask the Space administrator(s) to give you the "Restrict Page" permission and then someone with Edit permission on the page to give you the edit permission.

Administrator and users with the permission to edit the page will be able to do so. In order to set or modify page restrictions, you need to have the 'Restrict Pages' permission in the space to which the page belongs, as well as permission to edit the page itself.
