What is the correct way to check if a particular plugin is installed or not?

From the client-side JS code of a Confluence plugin what would be the correct way of checking if some other plugin is available on the instance or not?

Can you please elaborate little bit about your issue? I am not sure if I got it right.

I want to write a plugin that depends on some other plugin. So, my plugin needs to check if the other is installed or not.
