We have about 90k users in our AD which is connected to Confluence.
As I know it's possible to @mention only users which are in group Confluence-users.
Is it possible to place user picker (like in Jira) on page, where I can start typing user's name and select user from suggest even if this user doesn't have access to Confluence?
Maybe I can make user macro.

We had a feature request in the past to be able to mention unlicensed users, but it has been closed as we don't intend to include this as a feature in the near future:
There is another feature request below to be able to show or hide unlicensed users:
In the meantime, the only way to show a user from Jira would be including the user-related field in the Jira Issues Macro.
