Is there a way to have a URL in a confluence page open the external site in a new window?

As per our documentation, Confluence does not provide an option to configure a link to open in a new window or tab.
You can achieve it by using plugins. A free option is "Link Opener for Confluence", available in Atlassian Marketplace.
