The links in my HTML image map aren't working

I can't get any of the links of the map of the Upper Peninsula in my page to work correctly (it is the green map on the bottom).

I think my HTML is correct, because it works fine when I copy it into a .html file, save it, and load it in Chrome. But when I load it in my Confluence page, some of the links don't appear, or they lead to incorrect places (e.g. you can't click on Gogebic or Keewenaw, and clicking on Marquette gives you the file for Kalkaska.)

What am I doing wrong?

I can't include the actual html code because otherwise this question gets flagged as spam and I can't submit it, but hopefully you can view the source of the page and search for "image map".
