Support for Croatian characters (Latin-2)?

Hello,

can anyone help me with the proper display of Croatian characters? We're having issues with letters such as č and đ as they are displaying as question marks.

I've changed the database character set, and only that, following this guide:

But Confluence failed to start properly using utf8mb4 character set.
