User uploaded an inappropriate photo. How do I revert back to a previous version
Hello there Collin!
In older versions of Confluence, changing the user avatar is not possible for the admin. Only the user itself can perform this. There is a feature request that aims into implementing this:
CONFSERVER-14368 | Let Confluence Admins change user profile pictures
A workaround to that would be to change the user password and login as the user to change the avatar.
As an system administrator you have enough powers to change the password of other users:

However, in Confluence 6.14.x we are now able to remove the user avatar, if you are an admin:
