Hello there Collin!

In older versions of Confluence, changing the user avatar is not possible for the admin. Only the user itself can perform this. There is a feature request that aims into implementing this:

CONFSERVER-14368 | Let Confluence Admins change user profile pictures

A workaround to that would be to change the user password and login as the user to change the avatar.

As an system administrator you have enough powers to change the password of other users:

Set your profile picture - Confluence

Also, there is some explanation of the administrator powers in Confluence:

Confluence Admin Permission Levels Explained

However, in Confluence 6.14.x we are now able to remove the user avatar, if you are an admin:

Confluence 6.14 - Release Notes | Delete profile picture
