In confluence i have a page which has anonymous access enabled to view only.
Now have another page with is allowed to access two users, but these users also can view the anonymous page, is there any way to restrict anonymous page to them.

I think logically you're in a conundrum and you won't be able to achieve what you want.
If these two viewers who shouldn't see the page, they could still open their browser in incognito mode, and they would be anonymous - allowing them to view the page anyway.

Is there any work around which can be implemented, but we need anonymous access on that page.

As @JimmyVanAU you have a massive contradiction in terms here, which completely breaks what you are saying you want to do.
By definition, you do not know who your anonymous users are. If you want to restrict something based on who a user is, you need to know who they are, so you can do the "based on who they are" bit.
You are asking to control access to anonymously accessible pages based on knowing who someone is, without knowing who they are.
If you want to do this, you probably can, after you establish how you are going to work out who a user is when they are using the system anonymously.
