Resource.cs file is empty for wsdl in .NET

I am using http://<confluence-install>/rpc/soap-axis/confluenceservice-v2?wsdl with my confluence test instance to connect with c#. The problem is whenever I try with prod instance all the related resources are getting generated but when I am trying with test instance resource file is empty. Please help me understand what limitations are present with test instance.

Welcome to the Atlassian Community.

Access to the RPC API is disabled by default.

Could you please check if it is enabled in your test instance as described in Enabling the Remote API ?
