Is there a way to allow a users to modify space permissions without giving them space administration access? We don't want to allow our users to have access to the space administration functions, but we would like them to be able to add and remove people from the space easily, without having to create a help desk ticket to add users to a security group in active directory. Obviously, we wouldn't want them to be able to add or remove the space admin privilege either.
Only thing I could think of was to apply Viewing and Editing Restricted at the top level page. This would allow anyone that is allowed to edit the page to change the restrictions though. Additionally, this method doesn't allow anonymous access to view the space.
Thank you for bringing this question to us. In order to manage any of the functionality within the Space tools, then the user must be an admin for that space. There is no other way around it.
There was a feature request in the past to grant view permissions to non-space admins, but it was closed as we do not intend to implement this in the future:
Confluence system administrators are able to give themselves space admin access, should they need to modify the space permissions.

Thanks for the feedback Shannon. I actually found a way to give certain people the ability to manage permissions (the permissions I let them manage at least, i.e. they won't be able to assign the Admin permission) within their space using ScriptRunner for Jira and ScriptRunner for Confluence. I'm putting together a document on how to do this and will post when completed.
