A user received a error message indicating that here was trouble downloading What's New Content from the Atlassian website possibly due to a slow internet connection. The workaround was to check the "don't show this screen again" box. Anyone have an idea why this message was displayed in the first place?
It always displayed after an update of your confluence instance. So that's probably why it was displaying.

Just want to add that user could control this trough its user preference setting under the user profile

Maybe it's the compatibility view problem?

Clarification: I understand why the "What's New in Confluence 5.1" box is displayed; that part is OK. The issue is that the contents of the box are "Oops. We're having trouble downloading the What's New content from the Atlassian website..."
This occurs when you choose What's New from the drop down menu as well.
I discovered that it occurs in Internet Explorer 9 but not Firefox or Chrome.
