Plan Your Upgrade option disabled

We are currently on 7.13.0 and plan to upgrade to 7.17.1
I wanted to run the pre upgrade checks, but the Plan Your Upgrade is disabled.confluence.PNG

This issue can occur if the "Troubleshooting and Support tools app" in your Confluence instance is not updated. If that's the case, please upgrade this app.

I upgraded the app. We are targeting to upgrade to 7.17.1 but the latest it shows me is 7.16.3

Adding to Deepanshu comment, the upgrade planning tool needs access to the public internet to fetch recent data about Confluence versions.

If that's not available, it will check its own local information which was built a few days prior to being released.

7.17 is the latest Confluence version and there were no new ATST releases after it.

If you want to have the more recent data you will need to check the following information from https://confluence.atlassian.com/support/pre-upgrade-planning-tool-973479832.html :

Proxy considerations

To make sure the pre-upgrade planning tool shows the latest version data, your application needs to be able to access the following URL:

https://puds.prod.atl-paas.net/rest/v1/upgrade/info

If a connection can’t be established, for example if you’re using restrictive firewall or proxy server settings, the tool won’t be able to fetch any updates to version data, supported platforms or documentation.

In these cases, we recommend updating to the latest version of the Troubleshooting and Support tools plugin. This will ensure the content is current. You could also consider checking the relevant supported platforms page, or allowing access to the URL above.

@Thiago Masutti  Thank you for your response. We are on the latest version of the Troubleshooting and Support tools plugin, however, 7.16.3 is still what we see under Plan your Upgrade.confluence.PNG

The offline list of Confluence versions for ATST 1.37.0 was probably compiled before 7.17 was released.

Based on the screenshot your instance doesn't have access to the public internet, hence why you don't have the online list as well.
