I have added an image which called 'Announcents', which is linked to page.

I know if you add comments in a page and add watchers a notification is sent and also if you change a page and select 'update and notify' people can be notified.

Is there someway that adds some text or indication advising there is a new 'announcement' so users know to select the icon to view.

I'm not sure if what you want is possible, at least not easily possible. You could instead use the 'include excerpt' macro to include the latest announcement on this page. And then a link to go to the page to view all the latest announcements. And as you do a new announcement, that is placed on the announcement page, in the 'Excerpt' macro, and the previous announcement contents are moved outside, or kept inside, depending on its age.

Another option might be to use the Blog for announcements, and use the 'Blog' macro to display the latest post on the page.

Either of these solutions make it so the users will see the announcement, and aren't required to go to another page to view it.
