Moving Confluence to new server with new database

When I run the General Configuration...Backup & Restore tool with the option include attachments turned on, the process never completes. The xml file sits in the temp directory and is never bundled into a zip file. If I run the same tool with the include attachments turned off, it does generate a zip file but the zip file does not successfully import in a new Confluence instance (same version 6.13.23). The import fails about 1% of the way through with different errors. Is there a way I can manually perform a backup and restore?

Have you tried using the database native backup/restore options ?
