Did you copy and paste the licence key directly from your my.atlassian.com account, not going through anything else?

If you did copy/paste the license key directly from My Atlassian account (like @Nic Brough -Adaptavist- said) and still doesn't work, honestly, I think you should contact Atlassian's support. They'll probably find a solution a lot faster.
