There is no way to block emails on a perspace level. However, the easiest thing I can think to do is to create a filter on the mail sevrer that Confluence uses that looks for the presence of the spaces URL in the body (for example 'http://localhost:8090/display/TEST') which then blocks those emails from going out.
This seems like a good feature request to me as well. With that in mind, I have create the following.
