After upgrading confluence from 7.19.17 to 8.5.15 , if we face any issues with upgrade can we rollback to older version 7.19.17 without any issue?

I think the safest way to do that is if you take a database backup before upgrading.
If we take a db backup,
Restoring db and restarting from older version , will it work ?
It should. If you have a test instance (e.g. sandbox) you can try it first.
