It is not recommended to delete users. It is better to disable those users rather than delete them.
Just deactivate them - https://confluence.atlassian.com/doc/delete-or-disable-users-138318.html
And remove them from any groups that have the "Can Use" permission.
This answer does not work with the confluence migration tool. Please supply better instructions.
