How to enable modules for Confluence Content Notifications app?

None of our page-edited-notifications are being sent out because this specific module in the system app Confluence Content Notifications is disable.
Upon clearing cache for all apps and restarting we still cannot re-enable this.
Is there a way to do from the database or other?
