How to create a TOC marco that lists Jira macros by their issue Summary, not url link

So, I added a TOC macro, and formatting all of the headings in the page as H1 and those headings are actually jira macros.  However, the TOC is not showing the issue's Summary for all of the items, only some.  it appears that the jira macro doesn't fully render until that part of the page loads?  Is there some way to force this consistent rendering, or is this just a bug that has yet to be resolved?

Thank you for including details into what's causing this rendering issue along with a screenshot of the problem. I attempted to recreate the issue within Confluence cloud and was unable to do so. With this said, we’ll need more information to re-attempt to create this issue. If you could please give us any further details around your instances of Jira and Confluence which can assist with recreation we would very much appreciate it.

We look forward to hearing back to help find the cause of this rendering issue.

They are both cloud/hosted versions, so whatever the latest cloud versions are.

I have the same problem.  I have pages with lots of Jira macros on them (set to Header 1) and this one has only 1 Jira. The TOC never retrieves the Jira details. Like this...TOC not working.PNG
