The page Ryan linked to is a great resource. In short, if you'd like to use Confluence for task management, you'll want to edit the appropriate page to insert the "Task List" macro. This will allow you to create a list of tasks that can be checked off as they're accomplished.
To assign these tasks to a user, simply reference "@username" in the task description. That'll send the user a notification and put the task in their Workbox, which is the little icon next to their profile pic in the top bar. That's where they'll be able to access all of their currently assigned tasks.
And finally, a question for you - what exactly do you mean about entering an attendance report? If you can provide a little more detail about what you're trying to do, we can probably guide you to a solution.
