How is it possible, if I create a template, to have same behaviour than a how-to article when users use this created template ?

This question is in reference to Atlassian Documentation: How-To Article Blueprint

 I mean I would like to have the same window displayed in step 3 "Enter the article name and some labels".

For the time being, users go directly to the article without filling these 2 informations, I would like to "force" them to add additional labels for example. The window is a good way to ensure this before going to the article itself.

You can't do it with a template. You would need to create a blueprint for this. Below is a link to the documentation for creating blueprints.
