How does "License only the users you need" work?

On the marketplace page, it mentions that you can "License only the users you need".  How exactly does that work?  I couldn't find any more information on that.

Hey guys, 

I believe we have already answered this one for the plugins. However, in Confluence to allow less users to use the application, you need to remove the *Can Use* permissions under '*Confluence Admin > Global Permissions*. This way, the license count is not exceeded.
