How do you set the custom html site wide banner via database or REST API?

I am automating a process to set all our Atlassian product "banners".  I have been able to get Jira and Bitbucket to work, but I cannot seem to find the location that Confluence saves this data.  Any help is appreciated.

In Confluence there is a different way to put a site banner. You are doing this by adding piece of code / information into Custom Html as described here

The tricky part is that it might be hard to update this not from the UI..

It describe how you can get rid of bad customization but of you would do it in opposite way and put some custom code I guess it should work :)
