How do I give space permission to a user to create attachement?

I've trying to give someone the ability to move an attachment to another page.

So I read the official documentation which says that you need to edit the attachments properties in order to move it and for that you need 'create attachement' permission.  But when I look at the permissions there is no 'Create attachment' permission to give!

To save a click though, it says "add" permission covers adding, editing and attaching.

Hi Nic

In these instructions (https://confluence.atlassian.com/conf56/moving-an-attachment-658737041.html) it says that you click on 'properties' next to the attachement.  But I don't have the option of properties next to our attachements or at least we can't see one.  At the top of this article your see that it says that in order to do this you have to have the space permissions set to https://confluence.atlassian.com/conf56/space-permissions-overview-658737073.html  I check and we have all those permissions and yet we still can't see a properties link next to the attachements.
