Hi

You should check these:

  1. If the confluence service running or stopped. To check this search and open Services app from Start menu and find Atlassian Confluence service there. If it's stopped, run it.
  2. No other application running on the same ports on the same machine that confluence uses(8090 - 8091)
  3. If you have a firewall, You should disable it or open this ports on http/https
