I do not have the options to for space admin even though I have admin rights.  I want to be able to categorize spaces.

Confluence admin doesn't mean space admin automatically.  The space permissions are up to the owners, and they probably don't include you.

As a Confluence admin though, you always have access to the permissions of a space, even if you have no other access.  You should be able to go to Confluence Admin -> Spaces and drill down into the permissions for the one you need (I tend to add the confluence admin group to the space administrators rights everywhere)
