Confluence Apache 8443 failure

My server is not listening on port 8443. 
I followed this walkthrough:

15-Oct-2020 18:52:29.749 SEVERE [main] org.apache.catalina.util.LifecycleBase.handleSubClassException Failed to initialize component [Connector[org.apache.coyote.http11.Http11Nio2Protocol-8443]]

Port 8443 is not listening. Please help.

You will need to go over your logs to find out why it is not running, or possibly just not listening.

What have you done differently to the doc you have pointed to?

The log I posted is the only log that says https failed. 
I followed the linked walkthrough exactly.
