A bunch of static confluence instances with no users? Which license to use?

Confluence Licensing Question.

* We have our Prod Confluence Server with 250users, and we're all good there.

* However, we also have dozens of read only confluence instances using free Starter licenses, which are deployed along side an internal app.  We call it the "help pages", for our internal app.  Each confluence "help pages" instance contains the same data, and is never modified after being deployed to a laptop, as there's no login to confluence for end users.  Also, these instances usually don't have internet access after they are deployed to a laptop.  The internal app is used in the field without internet access, so the "help pages" are there for various internal app documentation.

With our use case, what are options do we have?  We could manually migrate the static help pages to IIS, or even just print all the pages to a pdf, but if we could serve them with confluence that would be preferable.

I checked licensing, and it seems that we can keep renewing our existing starter licenses until February 2, 2024.  Our internal app will be replaced by then, so we should be good.
