Currently our projects are in different spaces and not consistent.
I would like to create projects under one space and use templates to create projects.
It seems have limitation that cannot have the same name under different project hierarchy.
What I need is to build multiple projects: under the projects are: design specs, meeting notes,design team members, analog, digital,.....
How do I implement this and use templates to create a new project.

When you mention projects, are you referring to JIRA projects or Confluence Spaces?

To create projects, you'll need JIRA. To create spaces, you'll need confluence.
In confluence, you can't have pages or spaces with identical names. Each has to be unique.
The tutorial video from atlassian would be a good start.
