one of my user unable to retrieve pull request from JIRA can how o i fix it for him

Welcome to the community.  

To create a pull request, the user needs to have made some code changes on a separate branch or forked repository.

  1. From the open repository, click + in the global sidebar and select Create a pull request under Get to work.
  2. Fill out the rest of the pull request form. See the screenshot below for a description of each field.
  3. Click Create pull request.
