Why doesn't filter repositories by name perform substring matching

The "Filter repositories by name" box appears to only match the beginning of the repository name.

When I type text into the "Filter repositories by name" box, I expect it to perform substring matching, because that is the typical behavior of similar filter capabilities across other systems and software.  This is very frustrating when dealing with projects that contain a significant number of repos because it means there is no easy way to view a subset of repos based on a search query.

This type of filtering box in GitLab also searches the description in an effort to return all relevant repos even if the name doesn't contain the search query.

I have seen a similar issue which referenced "Categories for Bitbucket" but I think basic filtering capability should be possible without an extra app.
