Slack plugin for bitbucket is giving bogus and duplicate notifications in slack

Description

Notifications are coming to slack from bitbucket channel at the wrong times and sometimes with duplicates

For example this comment was added on a PR on the 19th of November 2020 at 08:12PM

The notification appeared in slack at 09:03 AM on the 23rd of November 2020
