In Bitbucket with system admin permission, can a person browse repository code by default?

In Bitbucket, if a person has System Admin permission, can this person browse private project/repository code without explicit permission granted? Or in another way the question is, can a private project/repository be configured to allow accesses to users or groups with explicit permissions only, even system admin cannot access them without explicit permission?
