Is there a firewall on the server you are trying to connect to?

If so, you may need to whitelist our IP addresses to allow requests made from your Pipelines builds.

You can find the IP ranges that need to be whitelisted here, in the last section titled "Valid IP addresses for Bitbucket Pipelines build environments"
