Have you looked at the REST API to see if that would work for you?  You would need to know the Pull Request ID and the hashes you want the comments for https://developer.atlassian.com/static/rest/bitbucket-server/5.2.2/bitbucket-rest.html#idm45866556195824

Outside of possibly using the REST API, there is an open enhancement to add this functionality to Bitbucket Server. You can watch and vote on that issue here:

Is there any plan to support searching not only code, but also review comments on bitbucket? The fact you can't do that in late 2021 is a bit unconvenient.
