How to add OAuth Consumer to Data Center deployment?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I created a data center deployment from one of the community AMIs available in AWS. After configuring, I was trying to generate a OAuth consumer key. However, I can not find the page where OAuth Consumer button should be available in the Data Center deployment. Am I missing something here? Or is this feature not available in the Data Center deployment?
P.S. The attached image is how my deployment looks like. I can't find any left blue panel also.
