I'm trying to enable a user and I see them in the users lists, however, when I click on them, it says the user doesn't exist.

First of all, if you enable debug logging, do you see any error message in the atlassian-bitbucket.log?
Also, could you tell us what you see when you follow the steps:
Do you see Grant access next to this user? Can you select that option?
Lastly, to finish gathering up some data for the troubleshooting, which Bitbucket version are you using? And which user directory?
