Can I override project default reviewers at the repo level?

I have a team of default reviewers set at the project level with an "approvals required" setting of 2. The project contains around 30 packer repositories. 

I want to be able to have a different set of reviewers at the repository level depending on which team is responsible for the code in any given repo. Can the project default reviewers be overidden at the repo level?

The way I understand it, adding default reviewers at the repo level is in addition to those already specified at the project level.

You cannot override the project-level default reviewers in a repository. The way you understand it is correct - repository default reviewers are an additional requirement to the project-level ones.

If the main purpose of the project-level default reviewers is to ensure that 2 people approve, then you could enable the 'Minimum approvals' merge check at the project level and remove the default reviewers. Of course, this would mean that no reviewers are added to pull requests by default though from the project settings so it may not suit your use case.

I believe that the original question was for Bitbucket Server (see the tags), but your screenshot is for Bitbucket Cloud. You're best bet is to create a new question in the community.

or you can add Refined Bitbucket, an addon for firefox, chrome and the latest edge (chromium based), there is a custom default reviewers for bitbucket cloud pending
